Restart rTorrent (& ruTorrent) when rebooting server

There's not much point in allowing users to restart their servers when the BT client won't restart along with it.  This works OK with TFlux-b4rt, but who's using that nowadays.

In particular is rTorrent.  I can successfully reboot the partition (soft or forced) but either way it doesn't restart rTorrent (at the Ubuntu/Debian level), and thus ruTorrent (the webUI) is left in the same situation. Wouldn't the entire point of users being able to reboot include the automatic restart of the BitTorrent client?
